Window- and siding-material questions prompt postponement of 1736 Washington rehab

On July 18, 2026, the Knoxville Historic Assembly Commission postponed a decision on an exterior rehabilitation application for 1736 Washington Avenue after staff questioned the compatibility of proposed siding and window materials with district design guidelines.

Staff told the commission the application—a roof replacement, repairs to wood siding and window replacement—included Renewal by Andersen composite windows and proposed LP Smart Siding. Staff cited prior denials of composite/fiberglass window replacements in similar overlay districts and recommended the commission either require historically appropriate materials or receive clear evidence that the proposed composite materials replicate the size, profile and finish of the originals.

Applicant Drew Barry, who identified himself for the record, said the existing windows are deteriorated and pose safety concerns and that the proposal aimed to address rot and inoperable sashes. Barry said he would follow the commission’s direction on materials.

Neighborhood commenters told the commission they supported careful rehabilitation that preserves the front‑façade character. Commissioners suggested the applicant speak with the neighborhood subcommittee (a neighborhood member named Sean was recommended) and asked the applicant to provide additional documentation showing the proposed materials’ visual compatibility with the historic fabric.

A motion to postpone the application to allow the applicant to consult the neighborhood subcommittee and provide additional material- and design-specific documentation passed on voice vote.

What happens next: The applicant was asked to return with material samples, additional documentation about the windows and siding, and any neighborhood-subcommittee input before the commission takes final action.
