HLRB approves wider permeable-paver walkway at Walker Chapel Cemetery

The Historic Landmarks Review Board on July 15 approved an amendment to Certificate of Appropriateness COA 2606a to widen a proposed walkway at Walker Chapel Cemetery from 36 inches to 44 inches.
A staff member presenting the application said the applicant consulted funeral homes and contractors and requested the wider path so there would be “easy passage” for caskets and for pallbearers, and that widening to 44 inches would avoid altering fencing or removing trees. The staff member recommended approval, saying the change “would not interfere with the views of the historic cemetery or the church, would not affect any of the gravesites or monuments, and would allow [the applicant] to fulfill its programmatic needs,” and noted prior COAs at the site had permitted hardscaping work and that the proposal meets the Secretary of the Interior’s Standards for Rehabilitation (standards 1, 2 and 9).
During discussion a committee member asked that the resolution explicitly reference permeable pavers to ensure the approval did not substitute poured concrete for the previously approved permeable material. The committee member said the report and drawings show permeable pavers and recommended the motion state that explicitly. Staff acknowledged the point and confirmed the plans indicate permeable pavers.
The Chair moved to approve COA 2606a for the Walker Chapel Cemetery historic district and the board carried the motion on a roll-call vote. The motion text on the record described the amendment as widening the proposed new permeable-paver walkway from 36 to 44 inches; the Chair announced, “Motion carries.”
Transcript wording about the site address is inconsistent in places (the staff presentation alternately refers to “41022 North Road” and “4102 North Lee Road”); the board approved the walk-width amendment but the record should be checked against the application file for the certificate of appropriateness to confirm the official street address and the final resolution’s material specification.
