Warren County Planning Board conditionally approves Phase II preliminary plat for The Pointe at Kerr Lake (39 lots)

The Warren County Planning Board voted Jan. 6 to accept the preliminary plat for Phase II of The Pointe at Kerr Lake (39 lots) with a contingency that the developer add items required by Warren County Planning and Zoning ordinances.
Zoning Director Mark Bloomer gave an overview of the plat. Clifton Rogers, identified as the developer/owner, clarified that lot 15C is a flag lot being sold as part of Lot 15 for placement of a septic field and not as an easement. Mr. Rogers also argued that he should not be required to meet the same zoning requirements that other counties impose. Vice Chair Robert May acknowledged that previous plats had been approved that did not meet all current requirements and moved to accept the preliminary plat with the contingency to include the ordinance-required items; Chair Sid Cutts seconded the motion and the board voted unanimously in favor.
The approval is conditional on the developer supplying the outstanding items specified by county ordinances before final plat approval. The board set its next meeting for Feb. 3, 2026.
