Town Council spent much of its Jan. 14 meeting debating how to distribute state accommodations-tax (ATAX) dollars for calendar year 2024 activities before approving a modified package recommended by the ATAX Advisory Committee.
Steven Arnold, chair of the ATAX advisory committee, presented recommendations that initially totaled about $4,186,065; committee members said they later ran a second pass that reduced recommendations to roughly $4,044,765 to align with projected revenue. Arnold told council the committee used the best available information but acknowledged late delivery of fourth-quarter figures required conservative judgment.
Council members raised three recurring concerns: (1) the committee's available-dollar projection and whether staff should set clearer distribution policy, (2) inconsistent or weak visitor-data collection from applicants, and (3) whether some awards duplicate services provided by the town's designated marketing organization (DMO).
Council considered many motions. On a contested item, the Lowcountry Golf Course Owners Association's request was reduced from $200,000 to $150,000 (final vote 5–2 in favor of $150,000). The Rotary Club's request for $40,000 for a portable "quench buggy" initially drew skepticism about TURC eligibility and measurement; council voted 4–3 to approve the committee-recommended $40,000 after discussion about the program's environmental benefits. Other contested items were debated individually; after several amendments and roll-call votes, council approved the remainder of the committee's package as amended by an omnibus motion that passed 7–0.
Councilmembers urged staff and the ATAX committee to tighten application requirements, standardize visitor-count methods (surveys, ticketing and other verifiable measures), and prepare a recommended distribution policy to guide future awards as revenues fluctuate. Town Manager Orlando said staff will work with the chair and committee to develop best practices and an associated policy.
The council's decisions included multiple roll-call tallies recorded in meeting minutes, with individual outcomes for items the council pulled for separate consideration.
