Needles Council rejects bids for animal-shelter restroom addition, directs rebid with modular options

The Needles City Council voted July 14 to reject all bids for the animal control restroom addition project after bids exceeded the city's allowable budget tolerance. City staff recommended rejecting the bids and pursuing modular or prefabricated options that could provide restrooms, storage and a showering area for shelter animals while limiting site impacts.
Kevin Seaborne, identified in staff remarks as the city's capital projects contact, outlined three alternatives: park-style restroom units (long-lasting but costly), school-style portable buildings (larger but more expensive) and repurposed shipping containers (flexible sizing and lower cost). "These are ballpark estimates," Seaborne said, adding that modular options offered storage flexibility and could avoid high renovation costs encountered when cutting into the existing building.
Residents and council members suggested lower-cost solutions such as portable restroom units while emphasizing the shelter's urgent need for facilities. One resident noted portable units are cheaper than the previously bid alternatives and could meet the most pressing need.
Council made a motion to reject the previous bids and re-solicit for prefabricated options. The motion passed by roll call and staff was directed to return with solicitation documents and cost estimates for modular or prefabricated solutions.
