The consultant walked council through manual of uniform traffic control devices criteria: school‑crosswalk warrants require specific pedestrian counts during arrival and dismissal windows and depend on whether a crossing is on a SNAP (Safe Neighborhood Access Plan) route. The Meadow Lane/Nibley Park Avenue location met the pedestrian count and average‑daily‑traffic criteria but is not on a SNAP plan; staff recommended coordinating with the school to add the crossing into its SNAP plan so the marked school crosswalk treatment could be installed.
Heritage Elementary’s corridor met the pedestrian count criteria if placed on a SNAP plan; staff recommended exploring enhanced visibility treatments (lighting, rapid‑flashing beacons) and possibly rerouting students to a roundabout crossing where an adult crossing guard already operates. The study found the intersections did not meet crash‑history or volume warrants for new four‑way stops.
Staff proposed reallocating an existing crossing‑guard assignment to one of the studied locations and asked the council to consider minor capital improvements (lighting, pedestrian visibility enhancements) to improve safety at dusk. Council asked staff to continue monitoring traffic and pedestrian volumes as nearby development proceeds.
