Levi Roberts, the city planner, said state code requires cities above 5,000 population to allow detached ADUs; the proposed changes align local code with state requirements and streamline administrative approval for conversions of existing accessory structures that meet setback and building‑code standards.
Staff recommended limiting the half‑rate impact‑fee credit to water and sewer connections only, while assessing other impact fees at the full multifamily rate if a separate service connection is added. Planning recommended setting the minimum lot size at 10,000 square feet (staff had proposed 11,000); the council approved the planning commission recommendation during first reading. Council also directed staff to revisit an outdated prohibition on ‘mobile homes’ as ADUs and consult the city attorney before final action.
The motion to advance ADU ordinance first reading with the planning commission’s 10,000‑square‑foot minimum passed 5–0.
