Nibley council continues rewrite of solicitation ordinance after public hearing

The Nibley City Council opened a public hearing on proposed changes to the city’s solicitation ordinance on July 16 and voted to continue the item for further legal review.
Residents expressed concerns about door‑to‑door solicitors who do not display identification, the difficulty of enforcement and the hours during which solicitors should be allowed. One resident requested a visible badge or handout so residents could quickly confirm a solicitor’s registration. Staff pointed to draft language that would require a solicitor to disclose name, address and purpose verbally or via a badge and information flyer but recommended legal review before final adoption.
Councilmember Garrett moved, and the council seconded, a motion to continue the ordinance so staff and the city attorney can refine enforcement language (including possible changes to allowable hours) and return with legal counsel input. The motion passed unanimously (5–0).
The continuation means staff will work with the new city attorney and refine definitions, enforcement penalties and operational details before the council takes the ordinance up again for possible adoption.
