Planning Commission approves rezoning and preliminary plat for 14‑lot Meadow Oaks development in Spring Lake Township

The Scott County Planning Advisory Commission voted July 13 to approve PL 26‑024, rezoning 65.05 acres in Spring Lake Township to RR2 (rural residential single‑family) and to accept a preliminary plat for Meadow Oaks that would create 14 lots with phased final platting for an additional seven lots later.
Greg Wagner, principal planner, described the site as roughly two miles south of Prior Lake with woodlands, wetland areas and a Minnesota DNR‑protected stream running through the property. Wagner said proposed lot sizes meet setback requirements — including a 100‑foot setback from township roads and a 100‑foot stream setback for building pads — and that a 75‑foot road right‑of‑way dedication is shown along the north property line to preserve a future corridor. Stormwater would be managed through three basins and filtration measures, and the Bridal Lake / Spring Lake Watershed District and Scott Soil & Water Conservation District reviewed the resource management plan.
Wagner noted the applicant submitted the plat in May and subsequently revised plans after staff and watershed comments; outstanding items are described as minor and must be addressed prior to county board consideration. He also said septic sites were restaked and the county’s environmental staff would conduct final inspections; the staff recommendation ties approval to resolution of these items before county board action.
Michelle Finley, a neighbor from Paden Lane, asked whether the project would lead to paving of 195th Street. Wagner replied that Spring Lake Township is the road authority and that the township had not required paving; no new road infrastructure is required under the current recommendation.
The commission closed the public hearing and approved the rezoning, preliminary plat for 14 lots (Meadow Oaks) and the final plat for Meadow Oaks 1st Edition (7 lots and 2 outlots) by voice vote. Approval is conditioned on satisfactorily addressing the resource management plan comments, septic retesting results, and watershed district requirements before county board consideration.
Next steps: staff will verify outstanding technical items and the application will proceed to the County Board for final action in accordance with county procedures.
