The County Planning Advisory Commission voted to recommend approval of application 26‑024, a request from Anderson Land Development LLC to rezone 65.05 acres in Section 21, Spring Lake Township, and to preliminarily plat Meadow Oaks into 14 lots (a phased plan with seven lots in the first edition).
Principal planner Greg Wagner presented the staff report, describing two buildable areas separated by woodlands and a DNR‑protected stream, required 100‑foot structure setbacks from the stream and 100‑foot road‑center setbacks, and a staff requirement that outstanding resource‑management and stormwater comments from the watershed district and Scott Soil and Water Conservation District (SWCD) be resolved before the matter goes to county board. Wagner explained the plan shows three stormwater basins and a system of infiltration and filtration to treat runoff before it reaches the protected stream, and that septic sites have been sited though three or four lots need retesting.
One nearby resident, Michelle Finley, asked whether 195th Street would be paved if the development proceeds; Wagner said road improvements are under the township’s jurisdiction and that Spring Lake Township did not require paving when it reviewed the proposal. Wagner emphasized that all driveway access will be from existing township roads and that no new county road infrastructure is proposed.
The commission’s motion recommended approval of the rezoning and the preliminary plat, subject to staff conditions including finalizing the resource management plan, addressing SWCD/watershed comments, completing required septic retesting and satisfying environmental review prior to county board consideration. The planning commission voted by voice to approve the recommendation.
What happens next: The recommendation and any required revisions will be submitted to the Scott County Board for final consideration; the staff conditions must be satisfied before county board action.
