Venango County Retirement Board approves new enrollments, withdrawals and one superannuation retirement

VENANGO COUNTY, Pa. — The Venango County Retirement Board on July 14 approved a batch of employee enrollments into the county retirement system, authorized payment of withdrawal checks to departing employees and approved one superannuation retirement, the board’s minutes show.
The meeting, held in Room 100 of the Courthouse Annex, was called to order at 4:34 p.m. by Commissioner Samuel Breene after an invocation from Pastor Eric Reamer and the Pledge of Allegiance. Commissioner Timothy Heffernan moved to approve the minutes of the June 9, 2026 meeting; Commissioner Kenneth J. Bryan seconded and the motion was recorded as passed with "aye all."
The board reviewed "Attachment A," a staff list of employees scheduled to enter the county Retirement Fund system with stated effective dates and contribution percentages. Board Chief Clerk Dorothy "Dottie" Tawney moved to accept Attachment A; Treasurer Jeannie Ritchey seconded and members voted "aye all." The attachment lists multiple employees with typical contribution rates of 9% and one entry showing 14% for Daniel Koehler.
The Treasurer was authorized to issue withdrawal checks, with disbursement dates listed as 07/31/2026. The minutes include specific payout amounts for named former employees, including Nicole Snyder ($40,749.27), Matthew Hillyard ($27,052.10) and Layla Emig ($5,615.47), among others. The board’s action authorized payments "in accordance with the Plan and County pension law," per the minutes.
The board approved the superannuation retirement of Mark T. Seigworth, effective June 21, 2026. Seigworth elected "Option One" and is to receive a monthly annuity of $2,999.90 for life and a prorated benefit of $999.97 for 10 days in June, according to the minutes. The board also recorded the death of retiree Carlotta A. Fox on May 20, 2026; Fox had elected "Option One," and the minutes state there is no pension benefit payable to her estate or beneficiaries.
Under "Other Business" the minutes document several administrative items in which employees did not execute or file required pension withdrawal documents within established deadlines. The minutes note that James Smith’s pension funds were vested with the County effective May 1, 2026; in several other listed cases the accumulated deductions were withdrawn in accordance with Retirement Board policy.
There was no public comment. With no further business, Treasurer Jeannie Ritchey moved to adjourn and Commissioner Timothy Heffernan seconded; the meeting adjourned at 4:36 p.m.
