The Venango County Retirement Board met June 9, 2026, in Room 100 of the Courthouse Annex and approved retirement actions including two superannuation retirements and multiple withdrawal disbursements. Commissioner Samuel Breene called the meeting to order at 4:36 p.m. Pastor Jeremy Coyer of Christ Covenant Church in Franklin gave the invocation and the group recited the Pledge of Allegiance.
Treasurer Jeannie Ritchey seconded a motion by Commissioner Timothy M. Heffernan to approve the minutes of the April 14, 2026 meeting; the board voted aye on the motion. The board recorded that there was no public comment on the Retirement Board agenda.
The board reviewed Attachment A, which lists county employees entering the Retirement Fund System, showing names, effective dates and contribution percentages (examples in Attachment A include Terry Looney-Stevens, effective Feb. 2, 2026, at 9%; Jeffrey D. Bailey, effective May 3, 2026, at 19%; and several employees effective in May 2026 contributing 9–10%). The board then authorized the Treasurer to issue checks to members withdrawing their accumulated contributions plus interest, with disbursements scheduled for June 30, 2026. Named withdrawals and amounts include Drew Mears ($4,424.10), Alyssa Kapp ($2,097.45), Ronald Buterbaugh ($913.79), Rebecca Seigworth ($417.37), Erica Nesbitt ($519.75), Andrew Henderson ($373.39) and Emily Crate ($35.99).
The board approved two retirements. The first, Richard O. Goldsmith, was approved for superannuation retirement effective May 2, 2026; he elected the "No Option," entitling him to a monthly annuity of $1,856.70 payable for his lifetime, and a pro rata benefit of $1,796.81 for 30 days in May. The second, Natalie G. Desko, was approved for superannuation retirement effective Feb. 7, 2026; she elected "Option Four B," which provides a one-time payment of accumulated deductions of $16,454.31 plus a monthly annuity of $247.47, and a pro rata benefit of $194.44 for 22 days in February.
In other business the board recorded that Albert Abramovic elected to vest his pension funds effective Jan. 31, 2026. The board also noted that Rebecca Seigworth, Andrew Henderson and Emily Crate failed to execute or file pension withdrawal documents within the established time frame; their accumulated deductions are being withdrawn in accordance with Retirement Board policy.
Chief Clerk Dorothy "Dottie" Tawney moved to accept Attachment A (the Retirement Board items for consideration); Commissioner Heffernan seconded the motion and the board voted aye. Treasurer Jeannie Ritchey moved to adjourn the meeting; Chief Clerk Tawney seconded and the meeting adjourned at 4:38 p.m.
The board did not take further action and recorded no public comments during the meeting.
