The award provides $937,000 in TAP (Transportation Alternatives Program) funds; the city’s five percent match of $49,312 is budgeted in FY2025.
City Clerk Jennifer Lee told the council that NDOT expects a multi‑stage procurement and design review process: preparing an RFP for design, a 60/80/90 percent NDOT review cycle and potential right‑of‑way negotiations that could extend the timeline. NDOT will reimburse 95% of invoices, leaving the City responsible for its 5% match as projects proceed.
Council and staff discussed scope questions such as sidewalk, curb, gutter and lighting on Campton Street; City Engineer B.J. Almberg said final design will establish whether additional right‑of‑way is required and noted that such issues can add months or years to delivery. The council approved the agreement unanimously and directed staff to proceed with procurement steps.
Next steps: staff will prepare an RFP for engineering/design services, coordinate NDOT reviews, and report back on right‑of‑way or design impacts and any required phases if costs exceed the RTP allocation.
