Orchard View Schools board approves 2026–27 budgets, a $3.6M borrowing authorization and multiple administrative items

The Orchard View Schools Board of Education on June 29 approved the district’s proposed 2026–27 budgets, authorized a State Aid Note cash-flow borrowing resolution that would allow borrowing up to $3.6 million if needed, and carried several administrative items, including a facilities contract and personnel approvals.
Director of Finance Heather Lorenz-Babcock opened the 2026–27 budget hearing and reviewed the proposed General, Community Education, Food Service, Technology and Student Activity funds. The board approved the proposed budgets on a motion by L. Nelson, supported by J. Wydeck; the motion carried 4-0.
The board also adopted a State Aid Note Cash Flow Borrowing Resolution, discussed by Lorenz-Babcock as a contingency for district cash flow needs. The resolution — which authorizes borrowing up to $3.6 million if required — passed on a roll-call vote with ayes recorded as L. Nelson, S. Horsly, J. Wydeck and T. Joppie; no nays were recorded.
Board members approved June 2025/26 budget amendments for multiple funds (General, Community Education, Food Service, Technology and Student Activity) on a motion by J. Wydeck, supported by L. Nelson; that motion also carried 4-0.
On facilities and procurement, the board approved A-91 to American Mechanical for $22,369 to replace air conditioning in the Orchard View Middle School office area. Maintenance Supervisor Earl Schaub had recommended American Mechanical based on attached bids; the contract award was moved by J. Wydeck, supported by L. Nelson and carried 4-0.
The board approved the June personnel change spreadsheet (motion by J. Wydeck; support by L. Nelson), adopted student handbooks and site-level amendments for Orchard View Early Elementary, Cardinal Elementary, Orchard View Middle School, Orchard View High School, Early Childhood Programs and the Innovative Learning Center (motion by L. Nelson; support by T. Joppie), and approved the set of new/revised/replacement policies presented at second reading. The board tabled Policy #8120.09 for clarification from Neola pending vendor guidance (motion by J. Wydeck; support L. Nelson). All listed motions passed by recorded 4-0 votes as noted in the minutes.
Superintendent Tom Hamilton provided routine updates: there will be no July work session, the regular July meeting is July 13, a staff cookout is scheduled for July 14, Red and Gray Night is Aug. 18, and the deadline to file to run for School Board is July 21; Hamilton also noted two incumbents have indicated they will not run again and one candidate has filed paperwork.
