Ely council accepts FY2024 audit, signs off on road slurry closeout and conditional solar battery purchase

The Ely City Council unanimously accepted the Year Ended June 30, 2024 fiscal audit at its Nov. 14 meeting after a presentation by Ben Bailey of Keddington & Christensen. Bailey said auditors issued an unmodified opinion, found no material weaknesses in internal control, and reported no compliance findings.
The council also approved a $930.80 contract change order to finalize the Road Slurry Seal Project 2024 (PWP #WP-2024-505) after City Engineer B.J. Almberg explained a small section was omitted from the original scope and was added at unit bid prices; the council then accepted the project as complete.
Separately, staff recommended and the council approved a quote from Sol-Up Nevada for three SolarEdge Energy Bank 10 kWh batteries (total $46,882.50) to restore the Ely Fire Station photovoltaic system using remaining EECBG funds, contingent on beginning construction in the next fiscal year and budgeting an approximately $11,000 shortfall into capital. Fire Chief Pat Stork said the work will allow daytime solar production to be stored for overnight station use and could reduce utility costs once the system is fully operational.
Why it matters: Acceptance of the audit affirms the city’s FY2024 financial reporting in public session. Finalizing the slurry-seal work closes routine street maintenance contracts, and the solar battery purchase is intended to restore and improve the fire station’s photovoltaic functionality while using federal EECBG funds.
What’s next: Staff will finalize project closeout billing for the road project, proceed with procurement and scheduling for the fire-station battery installation in FY25, and report back on savings once the photovoltaic system resumes full operation.
