Ely council approves $43,844 change order and accepts Bell Avenue water-main project

The Ely City Council on Jan. 9 approved Change Order No. 1 to the Bell Avenue Water Main Upgrade Project (PWP#WP-2024-125), increasing the contract price by $43,844 and then voted to accept the CDBG-funded project as complete.
City Engineer B.J. Almberg told the council the increase covered field adjustments discovered during excavation, additional water-department-requested improvements — including replacement of a Cal Ranch water meter and a fire-line connection — and delays tied to materials and delivery. The change order moves the contract from $480,349 to $524,193, according to project paperwork presented at the meeting.
Almberg said the team replaced an older valve on Campton Street and upgraded a problematic water meter at Cal Ranch that was causing operational issues. He also told the council he was "one hundred percent confident" there were no remaining unaddressed service lines in the specific area raised by a public commenter, explaining that the new main was installed deeper and on the opposite side of the roadway from the old line.
Councilman Dennis Perea moved to approve the change order; Councilwoman Melody Van Camp seconded the motion and the vote carried unanimously. After approving the change order, the council moved to accept the Bell Avenue Water Main Upgrade Project so staff could complete CDBG closeout paperwork.
The change-order document submitted to the council itemized increases for items including a 12-inch tie-in, a fire line, several water services, an isolation valve requested by the Water Department, and replacement of the Cal Ranch meter. The cover sheet lists "field adjustments and changes needed during construction upon exposing of existing water system" as the primary justification.
The council record shows the project will be closed out administratively with the Community Development Block Grant (CDBG) program once required paperwork is completed. The contractor listed on the change-order paperwork is Flaherty Plumbing & Heating.
