The Plan Commission reviewed proposed updates to the Landmarks Commission chapter of city code (sections 28.02, 28.03, 28.05 and 28.06) and recommended approval.
Charlie said the principal changes would allow the Landmarks Commission to impose conditions and reasonable time limits on approvals, standardize an annual election of the commission chair in May, clarify that application forms and fees are handled by community development, exempt routine maintenance (painting, minor repairs, site work) from formal review, and update the approval standard to reference the city’s existing design guidelines rather than non‑existent preservation plans. The updates also add a procedure for appeals of commission actions to the Common Council and set timelines (not less than 90 days) for correcting work done without approval.
A commissioner noted the changes would improve clarity and enforcement and help ensure CDBG paint and repair grant funds are spent in a timely manner. The motion recommending the ordinance updates passed unanimously.
