Council approves rezoning at 2601 Guadalupe Street with use restrictions

San Antonio City Council voted on Feb. 19 to approve a rezoning at 2601 Guadalupe Street (agenda item 22) after the applicant agreed to a list of prohibited uses negotiated with the Historic Westside Residents Association.
Planning staff said the request sought to change zoning from R-4 to C-2-PNA and recommended denial; the zoning commission recommended approval. Staff reported 67 mailed notices and no responses in favor or opposed. One public commenter, Jack M. Finger, urged the council to deny the request, saying the site had been downzoned previously and warning that upzoning would set an unwanted precedent for commercial encroachment.
Councilwoman Castillo urged the council to accept the negotiated conditions. "I want to thank the Historic Westside Residence Association for working diligently with the applicant, Mr. Zambrano," Castillo said, and described an agreement to prohibit specific businesses on the property, including "a liquor store and or indoor gaming facility, a pet cemetery, gas station, vaping and or smoke shop." She moved to approve the rezoning with those prohibitions and the motion carried.
Why it matters: the decision reverses staff’s recommendation and allows a more intensive commercial zoning at a site that had been downzoned previously, but with use-specific restrictions intended to protect neighborhood character.
