Plan commission approves conditional use for Silver City adult day services at 817 Northeast Avenue

The Waukesha City Plan Commission on Oct. 22 approved a conditional use permit for Silver City Adult Day Services to operate an adult day care facility at 817 Northeast Avenue.

Charlie, a community development staff member who presented the item, recommended approval "of a conditional use permit for Silver City Adult Day Services at 817 Northeast Avenue" with conditions including an occupancy permit from the building department, submission of a change‑of‑use analysis by a licensed design professional, building and fire department review and sign permits before installation.

In his presentation Charlie said the two‑story commercial building had most recently operated as a clinic and has been vacant for several years. Materials state the facility would operate 7 a.m. to 7 p.m. with no more than eight employees per shift and a total of 16 employees across shifts. The rear parking area contains 13 spaces; staff noted most attendees would be transported by a transit van contracted by the applicant.

Commissioners asked whether the application specified how many clients would be present at a time and about operator qualifications. Charlie said the application did not include a specific client count and that Wisconsin certification is required only for providers serving Medicaid‑funded clients; otherwise the state does not require the same certification.

The commission voted by voice to approve the conditional use permit subject to the staff conditions. The motion passed unanimously. The applicant must secure the occupancy permit and satisfy building and fire department review before beginning operations.
