Waukesha city staff told the Board of Public Works they will amend the Passport Labs contract to enable Passport’s MobilePay add‑on for purchasing parking permits at the South Street ramp and the transit ramp.
Staff said the implementation carries a one‑time fee of $750 and that permit purchasers would pay a 45¢ convenience fee per transaction plus normal credit‑card processing charges. "The cost for this is a one‑time implementation fee of $750 and then a convenience fee per transaction paid by the parker of 45¢," staff said. A staff presenter said the convenience fee covers maintenance and operation of the third‑party payment system.
Board members asked why the 45¢ convenience fee is charged if users no longer need to create a username and password. Staff replied that the fee helps pay for ongoing system maintenance and that financial institutions also drive card fees. One board member suggested the city consider passing credit‑card processing fees to customers in some cases; staff said a citywide policy is under consideration and is being led by the finance director.
Staff also described plans to deploy clear QR‑code signage inside ramps so users can pay from within the structure rather than only at entrances. The amendment was approved and staff said they will proceed with implementation and signage preparation.
