Commission approves SmithGroup amendment and survey work for 2026 resurfacing

The Voxewater Utility Commission approved two contract actions on Oct. 21: an amendment to SmithGroup’s professional services agreement to incorporate prior Jacobs and CH2M Hill work related to the diversion permit and a motion to fund the utility’s portion of Cedar Corp survey work for streets scheduled for 2026 resurfacing.
Kelly (staff) summarized the SmithGroup amendment, which retains SmithGroup as the lead consultant through 2027 while continuing to use Jacobs’ technical team for analysis. The amendment funds data migration from Jacobs’ SharePoint to the city’s SharePoint, development of Power BI reporting capabilities, and allowances for a temperature impact study in 2026 and a Root River disinfection study in 2027. Kelly told commissioners the project had budgeted amounts for 2025 and that the item passed on voice vote.
For the resurfacing project, Matt (construction staff) said Cedar Corp would survey multiple streets including Pebble Valley Road, Harris, Hillside, Norton, Oak Lawn, West End and Pleasant View; the total survey cost is $51,064 with the water utility’s allocated portion of $26,157. Commissioners discussed the age of existing services (many installed in the 1950s) and the need to replace mains; the motion to approve the utility share passed by voice vote.
Both approvals were presented as continuity and preparation for capital work in 2026; staff will proceed with contract execution and notify the commission of scheduling and any scope changes.
