Assessor reports on tax-appeal outcomes, proposed reforms and temporary permit intake changes
Summary
Assessor Brandi Schmidt briefed the board on three pending property-tax reform proposals, recent Board of Review appeal outcomes (CCALC settled; Hy‑Vee appeal dismissed; Farmers New Ag awaiting a Supreme Court ruling), and temporary reassignment of building-permit intake to several county offices with an updated application aligned to a March 31 fee schedule.

Assessor Brandi Schmidt gave the Floyd County Conference Board a multi-part update on property-tax issues and permitting work at the April 1 meeting.
Schmidt summarized three legislative proposals for property-tax reform and discussed potential impacts and the bills’ current statuses with board members. She then reviewed 2025 Board of Review appeals: a PAAB case with CCALC was settled earlier in the week; a district court appeal filed by Hy‑Vee was dismissed by the appellant; and a PAAB appeal involving Farmers New Ag has not yet been scheduled because the state is awaiting a Supreme Court ruling on a related case.
Schmidt also reported that, after the zoning department administrative assistant position became vacant, her office began assisting with building-permit intake. Chairperson Gloria Carr explained that duties of the prior assistant are being distributed among the Assessor’s Office, the Public Health Office, and EMA while the county pursues consolidating services. Schmidt and Zoning Administrator Jessy Willadsen revised the permit application form to align with a new fee schedule approved by the Board of Supervisors on March 31, 2026.
The items reported were described as updates and administrative steps; the transcript records discussion and clarification but does not show additional formal votes on these items.
