Tama County supervisors approve contracts, reappropriate funds, confirm appointments and reorganize leadership

The Tama County Board of Supervisors on June 29 handled a series of routine but substantive administrative actions, including contract approvals, budget reappropriation, board appointments and a leadership reorganization.
The board approved union contracts with the International Brotherhood of Teamsters Local 238 covering sheriff and 911 personnel; the motion to approve and sign the contracts was moved by David Turner and seconded by Curt Hilmer and carried unanimously. The board also approved law enforcement contracts presented by Sheriff Schmidt with the cities of Clutier, Chelsea, Elberon, Garwin, Gladbrook, Lincoln, Montour and Traer and authorized the chairman and auditor to sign the agreements; Supervisor Heather Knebel amended the motion to add signature authorization and the amended motion passed unanimously.
To cover overages, the board adopted RESOLUTION 6-29-2026C to reappropriate $5,000 from available Auditor funds: $1,100 to Veterans Affairs and $3,900 to Relief Services. Supervisor Turner moved the resolution and Supervisor Kupka seconded; the roll-call vote recorded all ayes.
The board appointed Nancy Smith to the Tama County Board of Adjustment for a term from July 1, 2026, through June 30, 2031, following a motion by Turner, seconded by Hilmer. Jim Niebergall was appointed to the Tama County Zoning Commission for the same dates after Wade Mitchell declined reappointment; that motion was moved by Knebel and seconded by Kupka. Both appointments were approved unanimously.
Chairman Mark Doland stepped down and, by motion from Doland seconded by Turner, Heather Knebel was appointed Chairwoman. The board then appointed Doland as Vice Chair by motion from Turner, seconded by Kupka; both motions passed without opposition.
The board approved regular claims for payment totaling $333,658.08 and health claims of $1,079.17. Supervisor Turner also reported a pending increase in Central Iowa Juvenile Detention Center’s daily rate from $150 to $175 and noted that the county’s POE switches were being installed and an OWL tripod had been purchased for remote meeting equipment. Public comment occurred twice during the meeting; the board adjourned at 9:20 a.m.
