Planning staff described a process intended to run roughly 12–18 months with multiple board review points. The plan centers on outreach to underrepresented communities, establishes a county‑appointed working group and a small community engagement partner grant program to compensate local organizations for outreach. Staff said the plan will include translation services, surveys, focus groups and technical working groups on water and affordable housing.
Commissioners emphasized the need for literacy‑building tools to help residents understand land‑use concepts, stronger involvement from existing community organizations and clear commitments from appointed working‑group members. Commissioner Camilla Bustamante urged the plan to ensure traditional communities such as La Cienega are explicitly included in mapping and outreach. Planning staff said nominations for working‑group members are due around July 30 and the county manager will appoint the official roster.
The board approved the resolution establishing the public participation plan and directing the manager to form the working group and distribute grants to community engagement partners. Staff will return with drafts at scheduled board review points during the revision process.
