Committee discusses capital apportionment, town‑meeting timing and next steps for regional agreement

Committee members spent part of the meeting addressing capital language in the draft regional agreement and operational problems that have delayed capital warrant submissions.

Members noted that capital costs are apportioned under DESE chart‑of‑accounts rules using an enrollment formula and that inconsistent town‑meeting schedules—or failure by a town to place a capital item on the warrant—can prevent capital proposals from being considered. The chair and members cited instances when capital items were not put on a town’s warrant, which has forced staff to seek new quotes or reissue contracts at higher costs.

The committee also discussed appointment and vacancy language in the existing agreement. The chair read the current text governing vacancies: when a vacancy occurs the relevant town’s select board appoints a member to serve until the next election; that appointment requires a majority of the town’s select‑board members and school‑committee members from that town.

Members agreed to place capital timing and payment‑alignment on the next RAC agenda, to circulate draft amendment language to town counsel and MASC for informal review, and to convene a policy subcommittee meeting on the 29th to continue both transportation and capital discussions. No formal votes on capital items were recorded at this meeting.
