Council approves Jiffy Lube zoning with tree buffer commitment for North Beltline Road site

The Irving City Council unanimously approved a zoning change to allow a Jiffy Lube minor auto service center at 4149 North Beltline Road, after the applicant showed plans to reduce visibility and compatibility concerns with adjacent residential properties.

Jim Dewey, representing the owner and developer, said the property’s prior CN (neighborhood commercial) zoning already allowed minor auto repair but the State Highway 161 overlay made the current request necessary. Dewey said the site plan places service bays so they do not face nearby residential backyards and noted an existing retaining wall and wood fence that create a visual buffer.

Dewey told the council the applicant received seven letters of support from nearby property owners and that no opposition letters had been received at the time of the hearing. Council members asked about visibility from the north neighborhood, whether a fence or trees could be added, and how far any plantings should extend. The applicant committed to planting a tree line along the green area adjacent to the retaining wall to screen the bays from residences.

Council members described the proposed use as a light, minor auto service (oil, filters and similar services rather than heavy repair) and said the proposed circulation and existing separation appeared compatible with nearby commercial uses. A motion to approve the zoning change was moved, seconded and passed unanimously.

The applicant said additional site design details will be finalized in the site‑plan process.
