Union City Council approves sinkhole repair, awards park-trail contract and adopts broadband resolution

Union City Borough Council unanimously approved several infrastructure and administrative measures at its July 23, 2024 meeting in the First Global Methodist Church.
Councilors voted to accept Mansfield’s $5,000 quote to repair and reconnect pipe at a sinkhole in Municipal Lot No. 1, with the borough supplying pipe and fittings at an estimated additional cost of $5,000. Streets Supervisor Bob Phillips told the council crews had introduced dye into the storm drain near Hogan’s Alley and that dye appears to be reaching sanitary lines connected to Municipal Lot No. 1; he said camera inspections are being scheduled to trace the flow and assess damage. "It is getting into the sanitary lines that go to Municipal Lot #1," Phillips reported. Riley, a staff member, recommended running camera inspection upstream to the area near the Salvation Army.
Council also awarded the Devereaux Park/French Creek Trail contract to Vavala Concrete, which submitted the low bid of $84,774. Councilor Osborn moved and Councilor Steadman seconded the award; the motion carried unanimously.
On administrative policy, Solicitor Wachter recommended clarifying the borough's Right-to-Know Rules and Regulations regarding anonymous requests. Councilor Osborn moved and Councilor Steadman seconded the update; the motion passed unanimously.
The council adopted a resolution authorizing application to the Pennsylvania Broadband Development Authority (PBDA) for Broadband Ready Community designation and appointed the Erie Area Council of Governments to serve as the borough’s municipal broadband champion. Councilor Kerns moved the resolution and Councilor Winkler seconded; the motion carried unanimously. Minutes note a public meeting on the broadband designation earlier in the evening (5:48–5:59 p.m.) that had no members of the public present.
Routine housekeeping motions were also approved without objection: the meeting agenda, July 9 minutes, the secretary’s report and payment of bills were all carried by unanimous vote. The meeting adjourned at 6:38 p.m.; the minutes record an executive session from 6:42 to 7:37 p.m. to discuss personnel and contracts with no action taken.
The council directed staff to proceed with the approved repairs, to coordinate required advertising and planning reviews for the ordinance amendments, and to work with Erie Area COG on the broadband application. No implementation timeline for the repairs or the trail project was specified in the meeting minutes.
