Clinton County authorizes transfers to Secondary Road Fund and commits General Fund balances under GASB 54

The Clinton County Board on June 22 approved a pair of finance-related resolutions that set transfer limits to the Secondary Road Fund and commit portions of the General Fund balance under GASB Statement No. 54.

Resolution 2026-142 authorizes periodic transfers during FY2027 from the General Basic Fund (a maximum of $316,411) and from the Rural Services Fund (a maximum of $2,117,710) to the Secondary Road Fund. The resolution cites Iowa Code §331.432 and includes conditions that transfers be made within apportionment notifications, be proportional to apportionments as described in the resolution, and not exceed available fund balances. The Auditor is directed to correct the books when operating transfers are made and to notify the Treasurer and County Engineer of the transfer amounts.

Separately, Resolution 2026-151 adopts commitments of General Fund balance resources in line with GASB 54. The resolution lists committed amounts for Conservation projects (for example, $19,000 for joist hangers at the Eco Center, $38,000 for a vault restroom at Rock Creek, and $7,700 for small cabin roof replacements) and $50,000 allocated toward an Economic Development QR Code project and the county’s 250th celebration. Other smaller commitments were also recorded.

The Board approved both resolutions on the consent agenda with unanimous roll-call votes. The actions govern county fund flow and earmark reserves ahead of the new fiscal year.
