Clinton County board sets FY2027 salaries, appoints staff across departments

The Clinton County Board of Supervisors on June 22 approved a series of resolutions establishing FY2026-27 salaries and formal appointments across county departments.
Supervisor Dan Srp, chairperson, called the consent votes on the personnel and salary items, which passed unanimously. The actions include Resolution 2026-143 (administrative personnel salaries), Resolution 2026-144 (annual appointments to county positions), Resolutions 2026-146 through 2026-149 (Sheriff’s Office appointments and salary schedules), and the Board’s adoption of the Compensation Board recommendations in Resolution 2026-150.
Notable amounts recorded in the resolutions include an Assistant County Attorney rate for Ross Barlow at $140,462.40 annually; Paul Banowetz listed as IT Director at $119,038.40 annually; Phil Visser as Director of Conservation at $103,916.80 annually; and multiple sheriff’s administrative salaries, for example a Chief Deputy shown at $121,677.92. The resolutions also set hourly rates for deputies and civilian correctional officers and listed many appointed clerical and technical positions across county departments.
The Board authorized the County Auditor to issue biweekly paychecks and to increase longevity pay when proper notification is received from department heads, in keeping with contract provisions and Code of Iowa authority cited in the resolutions.
Why it matters: the salary and appointment actions lock in the county payroll commitments for the fiscal year starting July 1, 2026, and authorize administrative processing steps that remove the need for further board action on routine payroll adjustments.
