The Town of Greenburgh Planning Board on Nov. 20 reapproved a previously permitted site plan for Prizer at 110 Neppahann Avenue and granted landscape buffer waivers, while adding conditions intended to manage future changes in operations and to modernize stormwater controls.
Planner Matthew Britton told the board the draft decision includes condition 4.9 requiring that “should the volume of work, number of employees, or demand for parking increase, the applicant shall be required to return to the planning board for further review” to address any off‑site impacts. Board members debated whether the file should record an explicit baseline staffing or parking figure; staff noted the applicant had previously requested relief for 25 off‑street spaces and that the development currently provides about 28 spaces.
The board also carried forward and updated a stormwater condition (7.2) requiring installation and annual documentation of a precast concrete sediment tank to capture sediment, debris and floatables before on‑site runoff leaves the property. Aaron Schmidt and staff said the updated language reflects modern practice and ties maintenance reporting to the town engineer.
After discussion of monitoring triggers and enforcement, the board approved the amended site plan decision and the two landscape buffer waivers (motions passed). The decision includes a provision that, if activity on site materially exceeds what was represented to the board, staff will require a future review and potential corrective action.
