The Town of Greenburgh Planning Board on Nov. 6 took a detailed presentation on a reapproval request for a proposed two‑story, 10,126 square‑foot automotive and truck repair facility that the applicant wants to replace on a frequently flood‑prone site.
Paul Petretti, the engineer/land surveyor representing the applicant Glenn Preisser, said the plan calls for demolition of existing buildings and construction of a new structure raised above flood levels: "we're building in a flood prone area so that you're 3 feet above the base flood elevation," Petretti said, describing driven steel piles and a raised slab designed to keep equipment and vehicles above floodwaters. He said the design includes ramps to bring vehicles into the raised building and stormwater measures, including a debris‑catch device that will be cleaned on a maintenance schedule.
Board members and staff questioned how vehicles will access the raised ramp during storms, how emergency access and fire lanes will be maintained and where dumpsters and service areas will be placed. The building inspector's office had reviewed a revised plan and asked that a clear central area be left open for emergency vehicle access; Petretti confirmed the current plans include an open central access area and changes recommended by the building department.
Petretti described substantial foundation work to support the raised structure: the application anticipates driving on the order of 198 steel piles about 40–50 feet deep to support the raised slab. He said the building will be set on a raised concrete slab and that both existing buildings on the property would be removed to construct a larger, elevated structure.
The board discussed stormwater and sedimentation devices that would capture flood‑borne debris and asked for clarifying plan sheets to show existing versus proposed conditions and the exact location of gates, fences and retaining walls. Staff said construction drawings will be used to resolve details with the building inspector's office.
No final action to reapprove the site plan was taken on Nov. 6; the matter will return for the board’s decision at a future meeting after staff and the applicant refine construction details and emergency access plans.
