Union City Council approves sinkhole repairs, easements and multiple municipal items

At its Aug. 13 meeting the Union City Borough Council awarded a $22,295 contract for sinkhole and pipe repairs at Municipal Lot #1, approved an easement and catch-basin arrangement at 104 East High Street, adopted MMO figures, approved a subdivision and a $500 property purchase for Municipal Lot #3, and authorized an easement for a kayak/canoe launch; all motions passed unanimously.
Union City Borough Council took a series of unanimous votes Aug. 13 to authorize infrastructure repairs, easements and several administrative matters.
The council approved a contract with Mansfield for approximately 10 feet of pipe replacement, installation of a larger catch basin, reconnection of pipes and closure of a sinkhole at Municipal Lot #1 at a cost of $22,295. Streets Supervisor Bob Phillips reported the recommended scope (replace a 24" clay tile, reconnect pipes, replace the catch basin next to the sinkhole and replace about 10 feet of pipe). A second estimate from McLallen Construction for the same scope was $23,450; both bids required the Borough to provide a truck during the work. Councilor Steadman moved to select Mansfield; Councilor Osborn seconded and the motion carried unanimously.
Council approved a retroactive easement at 104 East High Street with property owner Anthony Hickey after PennDOT agreed to install a catch basin and the Borough agreed to install a second catch basin. Under the easement, the property owner will dig a ditch and install a pipe between the PennDOT catch basin and the Borough basin and accept responsibility for the ditch; the Borough will accept responsibility for the two catch basins and roughly 60 feet of connecting pipe. Councilor Osborn moved and Councilor Kerns seconded the motion; it passed unanimously.
On finance and land-use items, the council accepted the 2025 Minimum Municipal Obligation figures (non-uniform MMO $48,029; police pension MMO $0) and voted to approve the MMO as presented. The council also approved a subdivision request allowing a portion of 92 West High Street to be combined with 88 and 90 West High Street (Erie County Planning had approved the survey maps). Council approved a retroactive purchase of a small portion of property from 8 South Street for $500 to connect to Municipal Lot #3 (purchase contingent on survey and solicitor paperwork).
The council authorized an easement with the American Legion to install and maintain a kayak/canoe launch at the ball field along French Creek, with installation funded by the PA Fish and Boat Commission and the PA Environmental Council. Councilor Osborn moved to approve the easement; Councilor Joyce seconded and the motion carried unanimously.
All motions in these items were recorded as carried unanimously; the minutes list councilors Cross, Joyce, Osborn, Steadman, Uber and Kerns as present and voting "yes," with Councilor Winkler absent. The council set its meeting schedule for Sept.–April to the first and third Mondays at 6:30 p.m., with the next meeting Aug. 27, 2024 and, because of Labor Day, Sept. 16, 2024.
The meeting adjourned at 7:06 p.m.; a second executive session to discuss personnel and contract followed with no action recorded.
