Recusals and bill payments: During roll call on bills, multiple members recused themselves from votes on checks to specific payees (including William Coy and two vendors referenced as Methessel/Merbel/variants). The board announced that the checks to William Coy and to certain vendors did not pass; otherwise, the remainder of the bills on the consent agenda were approved.
