Council approves appropriations, procurement, and infrastructure application as part of sweeping consent and new business

Procurement and contracts: The council awarded a contract for polyaluminum chloride — a coagulant used in water treatment — to USA LCO as the lowest bidder and approved a DMV Select agreement to locate a DMV license agency at the treasurer’s office. Council also authorized a ProCom repeater MOU to place a communications repeater on the city tower (no city cost) to improve Radford Transit radio coverage, and approved an amendment to a T‑Mobile lease allowing continued tenant use of the Prospect Street tower.
Transportation grant application: Staff described a VDOT Office of Intermodal Planning and Investment study and asked council to support a Smart Scale Round 7 application for corridor improvements along Main Street (Lee Highway to Tyler Avenue). Council approved a resolution to submit the application; staff emphasized the resolution does not yet obligate the city to fund the project if selected.
Right-of-way vacation: Council appointed a three‑person board of viewers (Bill Fleisher, Jennifer Bondurant, Abraham Williams) to examine a request from GAD Management to vacate a portion of right‑of‑way at West Main Street and Rock Road West following a public hearing held in June.
Next steps: staff will complete administrative steps for awarded contracts, coordinate with VDOT on the Smart Scale application, and return with any further budget or contract details as needed.
