Council clears Clifton Creek Park bid to advertise, increases J2 Engineers contract and addresses community hall HVAC

Clifton, Va. — The Clifton Town Council authorized the Special Projects Committee to advertise the Floodplain (Clifton Creek) Park construction bid once written authorization is received from the Virginia Department of Transportation and approved an increase in the J2 Engineers contract for bid assistance and construction management.
Susan Yantis, Special Projects Committee chair, presented the bid documents, saying the committee wanted to authorize advertising so construction work could begin as early as spring 2012 once VDOT signs off. On a motion by Councilor Wayne Nickum, seconded by Vice Mayor Dwayne Nitz, the council unanimously authorized the Special Projects Committee to publicly advertise the bid upon written VDOT authorization.
The council also approved increasing the J2 Engineers contract (Task 8 – Bid Assistance/Construction Management) from $3,000 to $12,400 on a unanimous vote.
The Special Projects Committee reported outreach to Main Street property owners and scheduled a final committee meeting on Dec. 13, a public information meeting on Jan. 17, 2012, and a possible public hearing on Feb. 7, 2012, for the Streetscape Master Plan. Deborah Dillard reported the Candlelight Tour raised $7,670, with expenses of $1,887.28 and a net income of $5,782.72.
On Community Hall operations, Manager Trish Robertson and Jeff Engle described recent HVAC failures (blown fuses and relay problems) and limited software access preventing temperature control; the council directed installation of a wall thermostat with a 10-degree swing to give renters some control and discussed refunding two renters affected by the HVAC outages.
Why it matters: Approving bid advertising and expanding engineering oversight are key steps toward constructing the Floodplain Park; streetscape outreach and the Candlelight Tour reflect ongoing local projects and fundraising.
