Clifton council approves routine financial report, event permits and small repairs; election logistics set

At its Feb. 7 meeting the Clifton Town Council approved routine business including the Treasurer’s report, event permits, a small public‑works outlay and scheduling changes tied to the upcoming town election.
Treasurer Marilyn Barton presented financial results for the period ended Jan. 31, 2012: a cash balance of $456,553.71 (as of Feb. 5), year‑to‑date income of $117,606 and year‑to‑date expenses of $140,455 (including $25,000 for Clifton Elementary School legal fees), producing a net loss of $22,849 for the period. Councilmember Wayne Nickum noted the loss is expected to be offset by business‑personal property license (BPOL) revenues due in March. The Council approved the Treasurer's Report by motion.
The Council also approved a set of routine community items: temporary Main Street banners for the Clifton Presbyterian Church spaghetti dinner (March 10) and for the Clifton Dinner Theatre (to be removed within seven days of each event); and reserved town properties and sign placement for the Clifton Wine Festival planned the weekend of June 22–24. The Council authorized up to $600 to apply sealant and resurface asphalt in the Northern Southern Railroad easement.
On facilities, Wayne Nickum reported two estimates for the Pink House A/C and heating system: $3,280 to repair using the existing coolant, and $5,425 to replace indoor and outdoor units. Deborah Dillard agreed to secure a second bid for consideration.
Artist Merle Engel presented a business plan to form a Clifton Art Guild to provide studio space, classes and exhibitions; the Council expressed support but the effort is contingent on the group finding affordable, accessible space.
The town election is scheduled for May 1; candidacy forms are due March 6. By motion the Council agreed to hold the May Town Council meeting on May 8, 2012, after the election. The meeting adjourned by unanimous motion.
Next steps: staff will post bidding results and financial updates, the Art Guild discussion will continue while the group seeks a rental site, and council business will resume at the May 8 meeting following the election.
