Muhlenberg County board approves BG‑1 and contracts to advance Longest Elementary early childhood wing and auxiliary gym work

The Muhlenberg County Board of Education on July approved a series of facility projects and contracts to move two major school construction efforts forward.
Miss Ward presented the district’s initial BG‑1 submission for the Longest Elementary early childhood wing, saying the package assumes a construction cost of about $5.6 million and that, after contingencies, fees and allowances, “it gets … a hair over, dollars 7,000,040,” reflecting the initial BG‑1 estimate. The board voted to approve the BG‑1 so the district can continue the Kentucky Department of Education facilities process.
The board also approved a revised BG‑1 for the auxiliary gym. Staff said the construction cost is $8,840,128.13 and that updated allowances, survey and design fees bring the BG‑1 total to $10,565,000. Members voted to accept the revised BG‑1 paperwork to align district submissions with KDE requirements.
To support those projects, the board approved a set of third‑party contracts and smaller procurements recommended by staff. Those awards included:
- a site survey for the Longest site (recommended firm: Arnold Consulting Services) at about $15,900; staff said the firm could deliver site documentation in roughly two weeks; - a performance commissioning proposal in the amount of $22,200 to verify building systems at occupancy; - a testing and balancing contract for $13,300 to confirm HVAC airflow and thermal performance; - a special inspections contract with LE Greg for $58,064.50 to provide on‑site construction observation and required test reports; and - a food service equipment purchase from C & T Design for $11,576.96 to supply concessions equipment and an ice machine for athletic trainers’ use.
Board members approved each item by voice vote with no recorded opposition. Staff said several of the items are code‑required or necessary to finalize permits and to prepare the projects for construction bidding.
The district’s facilities hearing report for the overall district facilities plan — which staff said had no attendees at the July 7 public hearing and was recorded by hearing officer Pete Galloway using the KDE script — was also approved and will be forwarded to the Kentucky Board of Education for its review.
The board’s approvals establish the budget and contract framework needed for moving design and procurement into the next phases; staff said additional bid approvals and contract awards will be brought back to the board for action as the projects proceed.
