Udall council calls election to extend 1% sales tax, approves library MOU and school tree removal

The meeting also included approval of a Memorandum of Understanding with the library board. Monica Rupp reported that the library board was satisfied with the attorney’s draft; Councilmember Randy Hoffman moved to approve the MOU, Councilmember Craig Hopkins seconded, and the motion passed by unanimous vote.
On a separate housing and code matter, the council accepted Resolution 352 related to a vacant‑building hearing for the property at 213 N Clark. Councilmember Randy Hoffman moved to accept the resolution, with Jim Caywood seconding; the motion passed with all ayes.
During new business, property owner Eric Velasquez updated the council on progress renovating the old post office building; the minutes record the update but show no formal action tied to the renovation at this meeting. Darren Booth presented options for Blue Cross Blue Shield employee insurance renewal; the council asked staff to use the second option for calculating October 1 renewal rates.
In staff business, the council approved removal of trees at the school after a motion by Councilmember Randy Hoffman. The minutes record a 4–1 vote on that motion, with Councilmember David Franz casting the lone no vote; the minutes indicate the five councilmembers voted on that item and do not record a mayoral vote for this motion. The council also approved an annual support contract with Jayhawk for $599 by unanimous vote.
