Winfield council approves WVML contract addendum, appoints Planning Commission member and advances ordinances

The council approved an addendum drafted by the West Virginia Municipal League to attach to contracts, appointed Nick Vance to the Planning Commission, advanced and tabled several ordinances, and clarified salary ledger allocations for the mayor and sanitary board.
At its April 15 meeting the Winfield City Council approved an addendum drafted by the West Virginia Municipal League intended for use when the mayor signs West Virginia Department of Highways (WVDOH) contracts. Mayor Randy Barrett said he plans to use the addendum "when he signs the WVDOH contracts in hopes that some of the sidewalk projects will start moving." Dana Campbell moved to approve the addendum; the motion carried.
The council also appointed Nick Vance as a sixth member of the Winfield Planning Commission after a motion by Kevin Karnes and approved a change to general ledger allocations: after a January 2023 raise to the mayor’s salary, the council clarified that the Sanitary Board chairman salary will be paid 100% from the Sanitary account and the mayoral salary will remain split 80/20 General/Sanitary.
In unfinished business the council approved 1st Reading of Ordinance #2024-2025-14 to revise Ordinance #131.08 and approved 2nd Reading of Ordinance #2024-2025-17 to amend Ordinance #1309.05 (storm water management language to read "retention/detention"). Ordinance #2024-2025-18 (solar panels) was discussed and tabled until the next meeting while legal counsel (Tim Lafon) continues to draft wording.
The council also approved a $250 donation to the Putnam Area Robotics Team pending receipt of financials and 501(c)(3) paperwork within a week, a $250 bronze-level sponsorship for the Putnam Aging Program 5K, and rescheduled the May meeting from May 13 to May 6. Several motions are recorded simply as "motion carried"; the minutes do not include roll-call vote tallies.
