Winfield City Council approves financial reports, advances annexation ordinance and accepts JAG grant

Winfield — The Winfield City Council on March 11, 2025 approved routine financial reports and several motions on first reading, advanced an annexation ordinance to its next stage and authorized the mayor to sign a federal JAG grant contract.
Mayor Randy Barrett opened the meeting at Winfield City Hall. Councilmember Ryan Powers moved to accept the February 11, 2025 minutes and subsequently moved approval of bills paid for February 2025 in the amount of $89,640.72 and the general fund financial statement and bank reconciliation. The motions carried. Councilmember Kevin Karnes moved approval of the Coal Severance fund statements and the Opioid Account statements; both motions carried.
City Clerk/Treasurer Nikki Phillips reported that the city was awarded $25,000 through the Justice Assistance Grant (JAG) program to allow filing of reports back to October. On a motion by Powers, the council approved a resolution authorizing Mayor Randy Barrett to sign the JAG contract.
During public comment, multiple residents from Cash Lane and Riverview raised concerns about a proposed six-acre development and a conditional permit request behind the Winfield Mobile Home Village, citing drainage, traffic, proposed unit density and increased occupancy. Legal counsel Tim Lafon told the council that the matter is currently before the Planning Commission and is not on the council agenda for action.
The council approved second reading of Ordinance #2024-2025-11 to annex property owned by L.O.T. Investments (Deed Book 625, pages 313–320; Parcel 54.1; Tax Map 184) on a motion by Dana Campbell. Revisions to Ordinance #135.02 (Ordinance #2024-2025-14) were discussed; Tim Lafon said revisions are being drafted and that the item was tabled to a future meeting.
Under new business, councilmembers approved first readings of two ordinances: #2024-2025-17, amending sections (e)(3) and (e)(6) of Ordinance #1309.05 on stormwater management facilities (motion by Powers), and #2024-2025-18 regarding solar panels (motion by Karnes). The council also voted to move the April meeting to April 15, 2025, and set the town spring cleanup for Saturday, May 10, 2025 (motion by Dana Campbell).
The council approved a $250 donation to Winfield High School tennis (motion by Powers) and authorized Advertising Package 3 for Winfield High School baseball — a $200 package covering five games in billboard ads (motion by Dana Campbell). Chief of Police Jeff Losh reported more than 200 calls for service; utilities staff reported wastewater ammonia tests were nondetect, lift stations cleaned, a delayed generator installation and playground repairs underway.
With no further business, the council adjourned at 6:52 p.m. The council did not record roll-call tallies in the minutes; motions are recorded as "carried."
