Winfield council approves October bills, financial reports and several small community expenditures

The Winfield City Council approved routine financial items and a slate of small community expenditures at its Nov. 12 meeting.
Following a motion by Ryan Powers, the council approved bills paid in October totaling $132,103.93 and accepted the General Fund financial statements and bank reconciliation. Dana Campbell moved to approve Coal Severance Fund statements and Scott Morris moved to approve the Opioid Account statements; both motions carried.
Council also approved recommending items for the 2025 Putnam County Enhancement Grant, including a swing, a dock extension and a new flag pole with light at the Community Center; the council asked staff to obtain a quote for the flag pole. The council approved a Halfway Market quote to purchase 18 hanging baskets with watering inserts at $50 each (total $900) and approved a $250 donation to WHS Cheerleaders. Joe Rumbaugh moved to approve up to $500 for the Chamber’s 'Breakfast before Business' event on Dec. 6, 2024, which the council said helps showcase City Hall.
In reports to the council, Chief Jeff Losh said the police department handled 258 calls for service during the reporting period and that recent Halloween and Trunk or Treat events went well. The wastewater report noted failing lift station plumbing at the old sewer plant; Precision Pump replaced lines on both sides at an approximate cost of $20,000. The Sanitary Board reported a $40,000 vendor estimate for a new screw belt conveyor, and Legal Counsel Tim Lafon said he will send a letter to Thrasher regarding a press that appears improperly engineered. The minutes also note the Chapman lawsuit has been settled and a settlement check was provided to the Sanitary Board.
The council approved Clarence Litton’s three-year Sewer Board membership renewal. Several routine approvals and small appropriations were recorded as 'motion carried' with no individual vote tallies provided in the minutes.
