Board approves revisions to nutrition, recess and sex-discrimination policies; director raises concern about transgender participation rule

The Valley School District Board approved revised Policy 6700 (Nutrition), new Policy 6701 (Recess and Physical Activity) and revised Policy 3205 (Sex Discrimination and Sex-Based Harassment Prohibited) at second reading; Director Doug Elledge objected on record to language in Procedure 3211P1, Section 8 about transgender students' participation in sports.
At its Oct. 15 meeting the Valley School District Board approved revised Policy 6700 (Nutrition), new Policy 6701 (Recess and Physical Activity) and revised Policy 3205 (Sex Discrimination and Sex-Based Harassment Prohibited) at the second reading.
Superintendent Dr. Mandi Rehn presented the policies and associated procedures (3205P1 — grievance procedure; 3205P2 — staff responsibilities; and 3211P1 — gender non-discrimination). Director Paul Voelker moved to approve the revised policies as presented; Director Nancy Cocroft seconded and the motion carried.
During the discussion Director Doug Elledge asked to have his concerns recorded with respect to Procedure 3211P1, specifically Section 8, which references transgender students participating in sports designated for the other sex. The meeting minutes record his statement as a formal concern but do not show a board amendment or a change to the procedure at this meeting.
The board also received a first reading of Policy 5011 (Sexual Harassment of District Staff Prohibited) and will consider that policy at a future meeting.
No vote tallies were recorded in the meeting minutes beyond the notation that the motions "carried." The minutes do not include public testimony on the policy items; discussion as recorded was limited to board members and the superintendent.
