Udall City Council approves $30,000 transfer, greenlights park events and opens talks with T‑Mobile

The Udall City Council met April 9, 2025, in the Udall City Hall council room and approved a series of routine motions that included a $30,000 transfer from the sewer fund to the general fund, authorization to begin negotiations with T‑Mobile about a proposed installation on the city water tower, and approvals for several park events.

Mayor Matt McAllister called the meeting to order at 6:30 p.m.; a quorum of council members Dan Rutschman, Randy Hoffman, Jim Caywood, Craig Hopkins and David Franz were present. The council approved a modification to the agenda to add a Historical Society update and a fund‑transfer item. All motions noted in the minutes passed by unanimous voice vote.

On finance, council members discussed fund balances and noted that last year the movement of money to the general fund was built into the budget though it had not been labeled a transfer. Council also voted to begin negotiations with T‑Mobile over a proposed installation at the city water tower. The motion, made by Jim Caywood and seconded by Craig Hopkins, passed unanimously. No lease terms, rent amounts or engineering reports were presented at the meeting; the council action authorized negotiations only.

Several park‑event requests were approved. The Fall Fest organizers will be invoiced $815.00 for materials to add electrical outlets in the park; the city maintenance department will provide the labor at no charge, per the minutes. The council also approved a beer‑garden request tied to July 4 activities and agreed to allow Fall Fest to add a 5K run on Sunday morning; Patricia Caywood was identified in the minutes as the Fall Fest contact in charge of the run. The minutes list the beer‑garden hours as “5‑1 pm” as submitted; the council did not record a clarification of the requested hours during the meeting.

The council approved a Grove Church fundraiser proposed for Oct. 18, 2025, a chili cook‑off in the park partnering with Honor Flight, with proceeds to go to Honor Flight and with bouncy houses planned. The motion to approve the event was made by David Franz and seconded by Craig Hopkins. City staff requested that the organizers provide proof of liability insurance before the event.

In staff reports the police department said it had contacted Hernandez about the old post office and that work would begin on that property. Maintenance requested and received approval to purchase a 55‑gallon drum of Perm‑X ULV mosquito spray from Van Deist for $1,933.25; the motion was made by David Franz and seconded by Craig Hopkins and passed unanimously.

Council members made brief reports: Dan Rutschman asked maintenance for a tour of the city’s water facilities, Randy Hoffman raised tree‑trimming following recent high winds, and David Franz called attention to drainage concerns at 1st and Seymour. The mayor noted travel arrangements for the City Leaders Conference on April 11, 2025. The meeting adjourned at 7:48 p.m.
