Council meeting roundup: audit accepted, grant agreement approved, hires and routine approvals

At its March 3 meeting the Washington City Council approved a series of routine and administrative items, including acceptance of the city’s 2024 audit, authorization to execute a State of Kansas CDBG grant agreement, appointments to the Kansas Municipal Energy Agency board, equipment purchases and personnel hires.
On finance and oversight, Council Member Carolyn Pinnick moved and the council unanimously accepted the 2024 audit prepared by Shipley, CPA, LLC. The council also approved Appropriations Ordinance 2025-03.
Council approved the State of Kansas Grant Agreement No. 24-PF-022 under the Community Development Block Grant (CDBG) program and authorized the mayor to execute the agreement and related certifications, motions moved by Amy Anderson and seconded by Pinnick; vote unanimous.
Appointments and personnel actions included appointing Carl Chalfant as KMEA Director #1 (March 3, 2025–April 30, 2027) and Terry Morse as alternate through April 30, 2026. The council hired Teagan Baustert as street, water and wastewater operator contingent on a preemployment drug test and background check at $17.00 per hour. The council also approved seasonal hires for pool management and lifeguards and two summer help positions with the hourly rates recorded in the minutes.
Other approvals included purchase of a 2002 Freightliner oil distributor truck for $27,000 from Kansas Surplus Property, accepting a $1,500 bid from Cook Construction to replace siding on Friendly Corners, and authorizing the mayor to sign the 2025 annual operation and maintenance assurance statement for Project No. 20-00380 (Washington Golf Course). Council also approved softball-tournament permits and a pickleball-court reservation requested by local students.
Several executive sessions were recessed into during the meeting for discussion of preliminary contract terms and non-elected personnel; all motions recorded for executive sessions and subsequent votes were unanimous. Council adjourned at 9:48 p.m.
