Council clears July 4 permit, approves haying leases and discusses park projects

At its Nov. 4 meeting, the Washington City Council approved a street-use permit and logistical requests from the Washington Community Events Committee for July 3–4, 2025 festivities and granted flexibility for the Turkey Trot route.
Taylor Miller, representing the committee, outlined plans that include reserving volleyball courts, a smoke-off east of the rock buildings, food vendors, a 9 a.m. July 4 parade to honor military and first responders, youth relays and games, and a proposed swim-time shift to 11:30 a.m.–3:30 p.m.; council consensus was to work with the committee on event logistics and to relocate semi parking near the rock buildings for July 3–4.
The council also awarded multiple haying leases to bidder Jay Peters for city-owned parcels: roughly 3.1 acres for $180 per year, two separate ~6-acre parcels for $300 and $425 per year respectively, and a ~16.6-acre parcel for $1,125 per year, each lease terminating Dec. 31, 2027. All lease motions passed unanimously.
Council discussed proposed improvements to the Washington Ball Association's concession stand, including potential demolition and an asbestos inspection; City Administrator Carl Chalfant will request the inspection and follow up with the association on design, bids and funding. Washington Rotary indicated it will contribute Festival of Trees proceeds toward the project.
Staff reported ongoing work on playground grant applications and surfacing funding with NCRPC and KDHE; staff planned to apply for the surfacing grant opening Nov. 15 and noted that if a timeline issue occurs, an extension or reapplication on the next grant cycle would be possible. The playground committee also submitted a Turkey Trot 5K map for Thanksgiving.
The council took no action on a tennis-court fencing bid and chose not to proceed with a proposed purchase of 100 electric meters after the motion died for lack of a second.
These actions combine permit approvals, lease awards and preliminary project planning; staff were directed to complete follow-up inspections, finalize lease paperwork and pursue grant processes as discussed.
