The Washington City Council voted Oct. 7 to designate $70,000 from the Larry Davison estate to the Washington Ball Association to build a new concessions facility that will include bathrooms and storage. The motion passed with Council Members Mary Ann Crome, Jerry Fuhrken and Carolyn Pinnick recorded as voting aye and Council Member Terry Morse recorded as voting nay.
Ryan Kern and Brandon Hubbard, representing the association, updated the council on plans for a volunteer-built, turn-key structure and said final plans and bid specifications would be completed once they know the city’s contribution. Kern said knowing the city’s financial commitment would help the association finalize plans and pursue demolition and construction aimed at having the new structure ready by April next year. The council asked staff to draft a letter to the association and instructed that bid specifications include electrical, plumbing, cabinets, countertops, sinks, toilets, a hot water heater, refrigerators and a stove so the facility is turnkey upon completion.
Council member discussion included ensuring bid specifications provide a fully operational facility and a recorded vote showing one dissent. Mayor Garett Edgar thanked the association for bringing the proposal to the council. The minutes record the council’s consensus and the formal designation of estate funds; the association’s plan anticipates volunteer labor for construction.
