Deb Ohlde of North Central Regional Planning reviewed the application timeline and requirements, saying the application is due Nov. 1, 2024, award decisions will likely be known in March 2025, and an awarded grant would trigger a competitive bid process and require specific playground amenities. Council members noted the city may reapply next spring if it is not awarded funding this cycle.
The council approved Resolution 2024-05, certifying the city's legal authority to apply, and Resolution 2024-06, assuring ongoing operation and maintenance funding for playground improvements. The council also approved the Residential Anti-displacement and Relocation Assistance Plan and authorized the mayor to sign the Statement of Assurances and related environmental review and disclosure documents required for the application.
To prepare for a potential award, the council authorized a contingent agreement with CES Group for a Preliminary Architect Report at a cost not to exceed $8,500 and a lump-sum design fee of $10,000, but only "contingent upon receipt of the grant," as recorded in the minutes. Council Member Carolyn Pinnick moved the resolutions and the contingent contract; motions carried by recorded ayes.
Community fundraising for the playground was highlighted during the meeting: Taylor Miller of the Washington County Local Pickleball Club presented $3,000, and a separate hamburger feed organized by local residents raised $2,700, funds council members said would support the project if the grant is awarded.
The council set procedural steps required by the grant and authorized staff to sign documents if the mayor executes the application. The city will proceed with the architect work only after formal notification of award, and staff will follow the grant's procurement and amenity specifications.
