The Washington City Council on March 3 unanimously approved conveying Lot 16 in the city’s Industrial Park to Adam Grover of Bob’s Locker LLC for a meat slaughter and processing facility. Council Member Carolyn Pinnick moved the conveyance; Mayor Garett Edgar and the whole council voted aye.
Under the deed approved by the council, grantees, successors and assigns must begin construction within six months of the deed date and must use the property only for industrial, manufacturing, commercial or storage purposes. The deed includes restrictive covenants and a reverter clause that would return title to the city if the grantee or successors fail to comply with the covenants.
The council also approved the Business Incentive Plan for Bob’s Locker as presented. Pinnick moved the incentive plan approval and Mary Ann Crome seconded; the measure passed unanimously.
The motions were recorded in the meeting minutes with an all-aye vote from Council Members Amy Anderson, Mary Ann Crome, Jerry Fuhrken, Terry Morse and Carolyn Pinnick. No public comment was recorded on the item at the time of the vote.
Next steps include completion of deed paperwork and execution by the mayor and city clerk as authorized by the council. The deed’s six-month construction requirement and the reverter clause set enforceable timelines and use limits; the minutes do not record additional specifications such as the size of planned buildings, financing arrangements, or required permits beyond the deed covenants.
