Buncombe elections board keeps Sunday early-voting option, identifies backup precinct for Abiding Savior Church

The Buncombe County Board of Elections on July 14 discussed early-voting logistics and contingency precinct arrangements while approving procedural items on the agenda.

Executive Director Corrine Duncan told the board that the county’s early-voting plan has been submitted to the State Board of Elections and that weekend voting "is optional to the at the pleasure of the board." She said staff separated mandatory elements from discretionary weekend hours in the presentation to the state and offered to share that split presentation with board members.

Board member Jake argued for maintaining Sunday early-voting hours, noting Buncombe "has used Sundays every even year election since at least 2012" and that "maintaining Sunday hours is very, very important, and it sends a very positive message to the community." He acknowledged Sunday tends to be a lower-turnout day but said the hours provide access for community members for whom Sunday is the best option.

Ryan Oliver updated the board on a potential precinct change after Abiding Savior Lutheran Church reported a recent church closure and ownership change. Oliver said the church has not yet given a firm commitment to host voting this fall; staff identified AC Reynolds High School as a backup precinct and said the board would be asked to approve a move if necessary. The board held and passed a voice motion to authorize moving forward with the recommendation to pursue the backup location if required.

Duncan reminded members that list-maintenance and other preparations (sign printing, staffing) are underway and to raise logistics questions with staff. The board then moved on to consider voter challenges.

The meeting adjourned after the board scheduled the evidentiary hearing on the voter challenges for Aug. 25.
