Council approves Madison Street CCMG stormwater and paving project for 2027 application

The Mulberry Town Council voted to approve pursuing a CCMG-funded project to address chronic flooding and paving needs on Madison Street from Jackson to Gasline.

A committee member outlined three BF&S engineering proposals and recommended prioritizing the Madison-to-Gasline option for the 2027 call date, saying the stormwater component alone would cover about $400,000 of work and the top-end combined estimate approached $750,000. He told the council the town’s required match under CCMG would be about 20 percent.

The council discussed contractor availability and bid uncertainty, with members noting that final prices will be established during bidding. An agency official moved to approve the Madison Street portion from Jackson to Gasline; a committee member seconded the motion and the council recorded the action as carried (motion recorded as 5–0 in the meeting).

Why it matters: The approved scope targets stormwater piping and drainage that council members said will eliminate recurrent flooding that affects three to four houses on the route. Council members said the project would also tie into drainage coming off a nearby field and that coordination with the county drainage board and BF&S would be required in final design.

Next steps: Staff was asked to notify the project lead (Colin) of the council’s direction, continue refining cost estimates and advance engineering work so the town can apply during the 2027 CCMG call. The council noted that grant competition has increased and that final bidding will determine concrete costs and timelines.
